Hong Kong LegCo Election: Voting Under Shadow of Deadly Tai Po Fire Tragedy

HONG KONG — Voters in Hong Kong are heading to the polls today, December 7, 2025, to elect members of the Legislative Council (LegCo). The election, which features only government-vetted “patriot” candidates, is taking place in the immediate aftermath of the devastating Tai Po fire that killed at least 159 people, making it the city’s deadliest blaze in over 70 years.

The disaster, which engulfed the high-rise residential blocks of Wang Fuk Court on November 26, has stoked public anger and raised serious questions about building safety standards in a city where many residents live in similar ageing properties.

In the days leading up to the vote, the city has focused on recovery and the investigation into the fire. Authorities have arrested 13 people for suspected manslaughter and ordered the citywide removal of specific scaffolding mesh after investigators found that substandard, non-flame retardant materials accelerated the spread of the Wang Fuk Court blaze.

The political campaigning for the 90-seat LegCo was briefly suspended following the fire. Chief Executive John Lee insisted the election proceed as planned, stating: “We must move forward before we can turn our grief into strength.” He argued that the new legislators are needed to quickly support reconstruction and reforms.

However, the rapid government action, including the speedy re-housing of victims and aid distribution, has been juxtaposed with a hardline stance against dissent. Police reportedly detained at least three individuals, including a man petitioning for an independent inquiry, for suspected sedition, and the online petition was promptly removed.

This is the second LegCo election since Beijing overhauled the system in 2021 to ensure only those deemed loyal to China can hold office, effectively barring the traditional pan-democrat opposition. The last poll saw a record-low turnout of 30% amid widespread voter apathy.

This year, the government has launched a massive campaign to boost numbers, offering voters a “thank you card” redeemable for vouchers, shopping discounts, free public museum and pool entry, and organizing a variety of carnivals and shows. Chief Secretary Eric Chan said the goal was to ensure “a happy and festive mood” and promote the election’s importance.

Yet, experts expect turnout to remain low. Professor John P Burns of the University of Hong Kong believes the grief and disappointment over the fire—and the governance problems it exposed—may convince some pro-establishment voters to stay home. Meanwhile, those who traditionally support the opposition are expected to continue their boycott.
