Saudi Arabia Quietly Increases Alcohol Sales for Wealthy Expats

According to a report from BBC, Saudi Arabia expanded alcohol sales beyond diplomats at the end of 2025. Previously, only foreign diplomats in Riyadh’s diplomatic quarter could buy alcohol, but now wealthy expatriates can also purchase it, although there was no formal government announcement about the change.

To buy alcohol, expats must either hold a premium residency permit (which costs about 100,000 Saudi Riyals per year) or have an income of at least 50,000 Riyals per month.

The policy still prohibits alcohol sales to Muslim residents; only non-Muslims can buy. Customers must show their residency card and religious identity at the shop.

People who are able to buy alcohol there often have to wait in long lines, and prices are reportedly three times higher than in Europe, but still cheaper than the black market.

Saudi Arabia originally banned alcohol in 1952, but in 2024 allowed a liquor shop in Riyadh as part of a shift toward greater social openness under Crown Prince Mohammed bin Salman.
